These are the release notes for version 7.13.12.16 :
World Changes
There is a new teleport destination in the player town of South March, south of Dalimond.
The areas south of Dalimond and east of Aughundell have undergone some landscape changes.
Multiple stuck spots across Istaria have been fixed.
The Empire has added essence channelers near Aughundell and Mahagra.
Quartermaster Holm Nestlaven in Mahagra is now giving out Quartermaster tasks.

Dennison Jadefellow is giving out an additional bounty -- this one is for maggot mandibles. Talk to him in Dalimond for more details.
Pale Shamblers should now melee properly.
Additional monsters have appeared south of Dalimond and in the area surrounding Mahagra.
Changed the pre-order NPCs to be generic (Red, Green, and Blue) rather than tied to a specific vendor (Amazon, EB, Gamestop).
Dropped formulae and techniques drop rates and availaibilty have been modified and added to the appropriate monsters.
Lore Tokens, Bounty Markers, and Soul Fragments have been added to many monsters.
Changed the drop rates on coin for many monsters that were dropping either too little coin or too much.
Adventure Schools
The Knight of Creation school now requires the player to have a minimum summoning skill of 160 to be eligible for membership.
The Sorcerer school now requires players to have a minimum mind skill of 160 to be eligible for membership.
The Conjurer School now requires players to have a minimum summoning skill of 160 to be eligible for membership.
Increased the health returned by the Drain Strike line of abilities, and lengthened their recycle times.
The wording on many of the Imperial Tasks has been changed to more correctly describe the time required to complete the task.
High-level Dragon tasks have been modified to have a more appropriate difficulty.
The Blighted line of augmentations should no longer appear as pink boxes.
Craft Schools
All sacks now give an additional +50 bulk capacity.
Techniques now may be applied to satchels.
Tarbash's Bag of Surprises has been modified; formulae are no longer valid pulls from the bag.
Tinkerer trainers now ask for the correct skill to join the school.
Pale Nature Armor Crystal now affects the correct skill line.
Imperial Resource Parcel formulae should now have their type appear properly in the Knowledge Window. They should also be sorted by Beginner/Journeyman status.
Raw Gruok has had its bulk set to the correct raw meat bulk.
Beginner Gruok Jerky now requires cooking skill instead of alchemy.
Chicken egg and cow milk gathering rates have been reduced to something a little more realistic.
Tier 1 food no longer reduces death point time if the person consuming it has any level higher than 20.
Tier 2 food no longer reduces death point time if the person consuming it has any level higher than 40.
Tier 3 food no longer reduces death point time if the person consuming it has any level higher than 60.
Tier 4 food currently has no restriction.
Quests and Tasks
Miner Task: Craft 15 Bronze Bars now promises the correct amount of copper as a reward.
Dragon Tasks and Dragon Crafting task should no longer overwrite each other.
All jewelry items (rings, necklaces, bracelets, and earrings) can now accept a wider variety of techniques.
Glowing and Bright crystals should no longer give the effect of the nature versions of those crystals when consumed.
Journeyman Leather Backpack formula now correctly uses the tailoring skill rather than leatherworking.
Abilities and Magic
The Swift Feet augmentation line has been changed as the follows.
You must be level 1 to receive the Swift Feet I effect.
You must be level 20 to receive the Swift Feet II effect.
You must be level 40 to receive the Swift Feet III effect.
You must be level 60 to receive the Swift Feet IV effect.
All versions of coordinated bolts have been improved so that they take advantage of other successful coordinated attacks. The basic functionality has not changed.
Spiritists will now receive Coordinated Spirit Bolt in place of Coordinated Bolt.
Mages will now receive Coordinated Flame Bolt in place of Coordinated Bolt.
Druids will now receive Coordinated Lightning Bolt in place of Coordinated Bolt.
Wizards will now receive Coordinated Energy Bolt in place of Coordinated Bolt.
Sorcerers will now receive Coordinated Mind Bolt in place of Coordinated Bolt.
Conjurers will now receive Coordinated Matter Bolt in place of Coordinated Bolt.
Ice Attack's effect has been corrected so that the affected weapon deals ice damage.
Knight of Creation's Summon Sword and Summon Shield abilities should no longer overwrite each other.
Dragon Ability: Ravage now gives the Dragon a chance to hit several times.
Druid Ability: Petrify has had its stun time reduced to 6 seconds.
Attribute techniques will now display in the knowledge book when the Attribute filter is selected.
